Saw this bird in two locations in Turkey, both near coastal lakes and open farm land, . Seen noon till end of day, can be seen perched and flying as well. , Once spotted, it is easy to photograph, they will try to keep their distance though, but can be approached occasionally, Raptors usually do not respond to calls.
